I think it means she will be appointing someone to it who can win it beyond serving out what’s left of the Demint term!!!
A placeholder would be similar to the guy who was appointed to Joe Biden’s old senate seat. He wasn’t really interested in running for the seat but was appointed as a placeholder when at first they thought Beau Biden might run for it after he returned from Iraq!!!
Mrs. Greenspan just said Grandpa McCain wants to join the Senate Committee on Foreign Relations which would hold the confirmation hearings on Secretary of State. He loves the spotlight.
