		<description><![CDATA[Bravo, Bravo, Bravo, Tally! How in the world did this guy get a law degree without reading and understanding the Constitution? 

Article I of the U.S. Constitution is all about Congress. Besides setting up the structure/nature of Congress (Senate and House of Representatives), it also enumerates the powers and responsibilities of Congress. Sections 7 and 8 of Article I focus on the responsibilities of Congress. Two of those responsibilities, which are germane to raising the debt ceiling, are:
  
1. Congress shall have the power ...to pay the debts of the United States,
2. Congress shall have the power to borrow money on the credit of the United States.


Article II, which is all about the Executive branch of the government headed by the President, say absolutely nothing, zilch, about the President being responsible for borrowing money or paying the debts of the United States.

 Without the laws enacted by Congress:

1. To lay and correct taxes, duties, imposts and excises
2. To provide for the common defense
3. To provide for the general welfare of the United States

The President could not have single handedly incurred the debt of the United States that now requires Congress to raise the Debt Ceiling. The debt was incurred as a result of laws and actions taken by the Congress. 

You are absolutely right Tally. Members of Congress, like Lindsey Graham, who think that raising the Debt Ceiling to pay for the debt already incurred equals giving a &quot;Blank Check&quot; to President Obama, are &quot;Too Stupid To Be In Congress.&quot; Even more importantly, they are violating their oath of office to defend and support the Constitution.]]></description>
