BOSTON – The Obama Administration’s renewable energy program has authorized dozens of renewable energy projects on public lands and will hold the first-ever auctions for commercial wind development in the Atlantic this year, Secretary of the Interior Ken Salazar told offshore wind stakeholders at a conference in Boston today. Salazar noted that the rapid progress – as well as conventional oil and gas development on federal lands and waters – could be stymied by potential cuts under sequestration.
“We have made impressive gains, approving dozens of utility-scale solar, wind and geothermal projects in the West and transitioning from planning to commercial leasing for offshore wind,” Salazar told about 300 industry leaders in a keynote address at the Offshore Wind Power USA Conference. “The potentially devastating impact of budget reductions under sequestration could slow our economy and hurt energy sector workers and businesses.”
Salazar said he elevated renewable energy development to a departmental priority and Interior worked with industry, state, tribal and local partners to approve 34 projects on public lands in western states and to build an offshore regulatory framework in the Atlantic. The 18 utility-scale solar facilities, 7 commercial wind farms and 9 geothermal plants Interior green-lighted onshore would provide 10,400 megawatts when built, enough to power 3.4 million homes. The developers estimate that these projects would support 13,000 construction and operations jobs.
Mandatory budget cuts under sequestration, however, could delay Interior’s ability to issue permits for new development, plan for new projects, conduct environmental reviews and lease new federal lands for future development – both for renewable and conventional energy. Delays in offshore oil and gas permitting in the Gulf of Mexico, for example, could affect more than 500 exploration plans and development documents that are anticipated for review this year.

I hadn’t thought of that, but it bears consideration. After Scalia’s comment there is going to be even more political and historic pressure to uphold the VRA. Kennedy and Thomas are going to be under the spotlight.

A friend of mine mentioned that same thing to me last night … that Roberts gave up ACA, so he could dispose of the next 10 matters before the court. Republicans will filibuster the policy, Democrats will not get 60 votes, and by the end of the day, we’ll be right where we are now: looking at brutal cuts that are likely to undermine the economy, the military, and public needs.
And what of the House? Speaker Boehner has already said he has no intention of doing any work on this issue, at least not before the deadline.
So, this ridiculous self-inflicted wound is actually going to happen? Almost certainly, yes. So long as Democrats are willing to compromise and Republicans aren’t, a bipartisan solution is effectively impossible. If policymakers wanted to give themselves more time by delaying the sequester — or better yet, just turning the darn thing off — they could certainly do so, but Republicans have ruled out these options, too.
As for when we might see some kind of remedy emerge, Dylan Matthews argues persuasively that we should watch the government-shutdown deadline on March 27.

A Justice Department official told the Washington Post, “It’s always been an uphill climb for any ATF nominee, but considering where we are at this moment in time, if there was going to be a confirmation, this is as best a time as ever.”
That’s arguably true, though Senate Republicans probably won’t care.
But under the circumstances, they clearly should. As demands on the ATF grow, the agency is trying to do more with less — not just a smaller budget, but a vastly reduced staff and no confirmed, permanent leadership.
I realize we’re in an era of reflexive Republican opposition to anything the White House supports, but if the GOP line on guns is going to stress enforcing existing laws, the Senate minority’s skepticism towards Jones is untenable.

A somewhat technical but very important exchange took place on the Senate floor late Thursday morning, which you can file away for the next time you hear Republicans tut-tut Senate Democrats for not passing a sequestration replacement bill.

“I would happily have three votes if the Republican leader would simply allow the votes to be held at majority thresholds,” he said.
It was a clear indication that he has the votes to pass his bill, and the votes to kill GOP alternatives. Which is why Senate Minority Leader Mitch McConnell (R-KY) objected.
It was a straightforward use of the minority’s filibuster powers to prevent the Senate from passing a sequestration alternative. Remember that next time House Speaker John Boehner (R-OH) asserts that it’s time for the Senate to act.

Following up on an earlier item, the Senate scheduled two votes today on addressing automatic sequestration cuts set to begin tomorrow. Both failed this afternoon, though one of those votes was important than the other.

But that argument will be misleading, to put it mildly. Senate Democrats can up with a credible compromise, brought it to the floor, held a vote, and found that a majority of the chamber supports the Democratic alternative. House Republicans, meanwhile, refused to craft a compromise, chose not to bring a bill to the floor, didn’t hold a vote, and was afraid to find out whether a GOP alternative could get majority support.
The bottom line hasn’t changed all month: one side is open to negotiation and compromise; one side isn’t. When blame-both-sides-for-everything pundits consider who bears responsibility for failure, it seems no other detail has any relevance at all.

President Obama will order sequestration on Friday unless there is last-minute congressional action, the Office of Management and Budget said in Thursday guidance to federal departments and agencies.
“The president has been clear that sequestration is bad policy that was never intended to be implemented, and the administration remains hopeful that Congress will act to avoid it through an agreement on balanced deficit reduction,” controller Danny Werfel said in the memo. ”However, because legislation may not be enacted to avoid sequestration before the current deadline,” federal agencies have planned for cuts to take effect.
Werfel instructed the heads of federal departments and agencies to keep examining their finances and “to engage in intense and thorough planning activities to determine all specific actions that will be taken as soon as practicable.”
Agencies should also communicate to affected stakeholders about spending cuts, Werfel said, and while “communications will vary greatly by agency and by stakeholder, but agencies should be as specific as possible in order to provide sufficient detail to be helpful to these stakeholders in understanding the implications ofthe reduced budget authority resulting from sequestration.”
The memo also urges agencies to limit new acquisitions to ones that “support high-priority initiatives or where failure to do so would expose the government to significantly greater costs in the future.” They should also apply greater “scrutiny” in hiring new personnel, awarding employees discretionary money, and committing to travel for conferences and other events.
