Well he apparently knew the plane was down before he visited DE. I think he’s just trying to keep things as normal as possible while getting all the facts of the situation.
At this point even if he were to stop and sit in the Oval office, the plane is already down and the passengers are all dead. It’s not an ongoing situation like Hurricane Katrina or 911 where there were survivors and aftermath.

Not so much by another plane though. Not too sure about the GCA equipment in that part of the world either.
