I believe your statement is correct, but here’s my take on this particular “incident,” which I’ve been thinking about since I first heard. Technically, Boner can invite whomever he wants, as much as that frosts me. Technically, for the President to speak before a Joint Session, he, too, is invited to do so - as protocol. But I’m not buying Boner’s “I didn’t speak to the President before the invite.” I think he passed the word to the President via their staffs, as usual. I think Boner was confronted with the question and, in his usual stupor, blurted that out. He’d wet his pants if he really did anything “all on his own.” Just ask the tea party fools in the House, who move his arms and legs.
But for Bibi to accept under this chicanery that’s in the media is unbelievable, so I’m guessing he, too, spoke with the President about it via their aides. Who knows for sure, of course - not I.
