Here is one of the letters that I’ve written to the President on this matter:

Dear Mr President,
Firstly, I am so grateful for the quality of your leadership and the expanse of your empathy.
Am writing you again on the topic of 300+ Million guns in private ownership in America. It is my recommendation that that be viewed through two lenses - market & ‘well regulated.’
The market part is simple - it represents an enormous opportunity for the insurance industry.
The ‘well regulated’ part is what converts that potential opportunity into reality.
Those who know the history of the 2nd Amendment know that Madison’s primary concern was assuaging the slave owners by enabling them to maintain their State-regulated slave patrols (euphemistically referred to as ‘militia’ in the 2nd Amendment). It had nothing to do with national defense, i.e., defense against foreign invasion.
Pragmatists know that we are not going to repeal the 2nd Amendment anytime soon. Given that reality, let’s make that ‘well regulated’ relevant to the current, grotesque situation. One corporate force that can go head to head with the weapons manufacturers and their NRA puppets is the insurance industry.
I suggest you gather the CEOs of all the major insurance carriers and develop a plan whereby they fund a massive lobbying and public relations campaign that demands legislation that would make it mandatory for any person who owns a gun to have liability insurance. And, as with automobiles, a policy rider would be required for every gun a person owned. As with automobile insurance, premiums would be adjusted for age of the person owning or using the gun, i.e., if a minor is given a gun or enabled to use a gun, the parent would be required to disclose that fact and the premium rate would be adjusted accordingly.
The collateral consequences of such a law would entail training, certification and periodic recertification just as is the case for driver’s licenses. Inherent to the certification process is de facto robust background checks. And, obviously, possession of a gun without proof of liability insurance coverage would carry severe penalties, not the least of which would be confiscation of the gun and ammunition.
The key is incentive and the big incentive is opening a 300+ million market to an industry that is always eager to find a way to expand profits. Turn on the lobbying force of the insurance industry Mr President and you’ll see some change our Nation’s totally unacceptable gun violence.
