I think I read this in comments here, but when Putin decided to commit to military engagement in Syria he also bought potential retaliation from Daesh or groups within Russia. France has been fighting terrorism in several places it seems. I didn’t know of many of their efforts. It makes sense now that they are a target.
Maybe this comes from thinking about the strength of people during WWII when the war came to them in air raids, etc. It was considered seditious to deliberately bring morale down, to engender panic, etc. People had to pull together and think clearly every day. Intelligence was protected closely because it meant lives saved or lost.
