Gregory Korte: To Get Around Congress, Obama Turns To City Halls

President Obama has quietly racked up a series of legislative victories during the past few months as lawmakers have enthusiastically embraced his calls for a higher minimum wage, paid sick leave and universal pre-kindergarten. Instead of Capitol Hill, those victories happened in city halls, state houses and county buildings far from Washington. At least six major cities — Chicago, Philadelphia, Pittsburgh, Seattle, Tacoma, Wash., and Washington, D.C. — have passed paid sick leave laws in the four months since Obama called for state and local action in this year’s State of the Union Address. Since the 2013 address when Obama called for an increase in the minimum wage, 17 states and six major cities have taken action, including Los Angeles last week.

Obama’s state-and-local strategy may be unprecedented in its scope and ambition. Though previous administrations have appointed top advisers to listen to concerns of state and local officials, the Obama White House appears to be the first to aggressively use those same channels to encourage them to adopt Obama’s policies. The strategy has been more effective on some policies than others. Since last September, more than 200 mayors have signed on to the My Brother’s Keeper initiative, a commitment to help boys and young men of color. The state-and-local strategy effort has been particularly effective on paid leave policies, which Obama championed in his State of the Union Address this year. “Forty-three million workers have no paid sick leave — 43 million. Think about that,” Obama said. “So I’ll be taking new action to help states adopt paid leave laws of their own.” That pledge came with a $1 million budget from the Department of Labor to help fund feasibility studies for state and local governments, which will begin to be awarded this summer.

Mike Corones: Mapping Obamacare Grants: Which States Got What?

Politics makes for odd sickbed funding. When Texas Senator Ted Cruz made his plans to run for president official, the announcement came with an awkward revelation: Cruz, who has made opposition to the law his signature, would have to enroll in Obamacare.

But Cruz isn’t the only GOP presidential hopeful to hold his nose and accept some filthy healthcare lucre. As this Reuters graphic shows, since 2010, Affordable Care Act (ACA) grants have doled out varying amounts to states, from less than $10 million to over $500 million. Some of those grants have gone to some surprising places: A Reuters exclusive from Andy Sullivan reveals that Governors Scott Walker of Wisconsin, Chris Christie of New Jersey, Bobby Jindal of Louisiana and former Texas Governor Rick Perry collectively applied for and won at least $352 million in ACA grants.

When the Affordable Care Act’s Republican critics were making all kinds of dire predictions about the inevitable “failures” of “Obamacare,” one of the charges was that American consumers will end up hating the coverage they receive through the reform law. And for those ACA detractors looking for something, anything, to bolster their contempt for the law, I’m afraid I have more bad news: Americans who received coverage through Obamacare tend to be quite pleased with the results.

Obamacare customers nationally also tended to be more satisfied with their plans bought in 2014 than people who primarily have traditional job-based health coverage – the majority of those with insurance – the study by the J.D. Power market research company found. Politico reported back in November: “A majority of Americans give good reviews for insurance they recently acquired through government exchanges within the past year, a new poll shows. With the second round of Obamacare enrollment set to begin on Saturday, 71 percent said their coverage through the exchanges was good or excellent, according to a Gallup poll released Friday.
