        This has been happening to AA men for centuries. I will never forget the AA man who moved to SoCal from Texas taking his two girls to preschool in their car seats and a white motorcycle cop pulled him over to tell him, “I am going to be watching you”….no ticket given, no explanation on why he was pulled over, made him late to work. He was wearing a suit in tie, driving a Toyota station wagon. What the hell are they “watching” him for? or the young AA teen who worked after school in my neighborhood really sweet, polite and kind. Told me the story of coming home from the prom. He did not drive but the limo dropped him and his date off so he walked home in his all white tux. The LAPD stopped him, wanted to know what he was “up to”, made him spread eagle face down in the street while they ran priors on him which they found none. When he got up his rented tux was dirty with oil stains. I felt so badly for him, he almost had tears telling me the story about how dirty the LAPD are and what he has endured. Older white males just don’t know and can’t fathom being treated like this for no reason. They HAVE to assume the AA kid, man, woman elderly person, DID something. With the videos showing nothing was done, they STILL refuse to see.

    Good morning TOD. I understand there is consternation about additional funding and “support” for the police, but if done correctly this IS the key to turning things around. The Dallas PD used to be one of the worst in the country. As Dallas turned blue (one of the few cities in this very red state) they brought in Chief Brown in 2010 who has totally turned this department around. But it requires a huge amount of funds. Some of the many changes he has implemented:

    All patrol officers are required to attend training on deescalation and lethal force training every 2 MONTHS rather than every 2 years as is standard in many departments that require it at all;

    All cases where officers use their weapons are reported to the Justice Department for statistical purposes and review;

    No officer may engage in a foot chase of a suspect on his or her own, but must have another officer with him or her;

    He fired 70 officers who did not get with the new program.

    As a result, excessive force complaints have dropped by 80%. So if those funds are used for retraining, recordkeeping, body cams, etc, this is the way to change the practices in police departments around the country. It is also the reason that it is so very sad that this happened in Dallas where there has been such a concerted effort to change things.

    • 30 Don
      July 10, 2016 at 2:10 pm

      All of those steps are good and well, but when an African American motorist is pulled over in Dallas I guarantee you that motorist isn’t thinking about all the advancements that the Dallas Police Department has instituted. This problem goes deeper than additional funding, because if funding was the only problem then that problem would have vanished a long time ago. Police Departments routinely hire police that have been fired from other police departments. The Office that killed Tamir Rice was fired from another department before being picked up. You can give a policeman all the training in the world, but if that policeman doesn’t value the lives of the citizens he or she is sworn to protect well then you are just wasting the tax payers money and you will end up with situations where a segment of society feels victimized by the very people that are sworn to protect them.

      • 31 FoxfireTX
        July 10, 2016 at 2:39 pm

        Not saying it is the answer to the systemic racism in this country Don, but if we don’t support the departments that are making an effort there will be no progress. The immediate problem (ironically that has gone on forever) is prevention of more deaths of young black and Latino men. You have to start somewhere or throw up your hands and give up, which is not an alternative. I do not believe that the cop that murdered Tamir Rice would have been hired in Dallas. That is why this is such a tragedy, you have a chief who has fought all odds to prevent these tragedie and it is his force that was targeted.

        • 32 Don
          July 10, 2016 at 4:59 pm

          Support the departments? You know, throughout history the oppressed has always been asked to do just a little bit more. Just do this or that and everything will be alright, be more friendly, be quick to say yes sir or no sir. What further prostrations must we do so that the police won’t shoot us down like dogs in the streets. This guy Castile was pulled over 52 times, 52 times before he was finally shot down like a dog in his car. Think about that for a moment, you driving home from work or to work and you get pulled over 52 times, that is utterly insane. But yet you want this man to “support the departments?” FirefoxTX I want to apologize if my tone is getting belligerent or disrespectful to you. But as a black man what the fuck more do I have to do so a cop won’t kill me? Last month on my day off from work I was driving up to BestBuy to look around, I got pulled over by a policeman because he said I was going “too slow.” I could have been a statistic or a hash-tag. I’m just so frustrated with the whole thing, when has the black community not supported the police departments? We want policing in our communities, we just don’t want to blatant murder that goes along with it.

              No apology necessary, Don. And I am not asking you specifically, for you I’m just asking you to stay alive. In TX, I think it’s almost worse for Latinos than blacks, they are hated here and my daughter is one of them. I thank god she is female as that is really bad but hopefully not fatal. My grandson, on the other hand, I worry about desperately and pray we get this fixed before he gets older.

              I don’t recall a time when a President has put together a commission on policing, PBO brought everyone together. If we can get behind him on this, for those of us that want change, it may be a start. Chief Brown in Dallas has proven results using many of the things in the recommendations. I don’t have answers and I have very little hope, but I have a smidgen. At least finally a decent share of the white community seems to be recognizing we have a problem, thanks to video.

              And no, Don, I cannot begin to imagine what it is like for you any more than I can for my daughter. But I too live in constant fear for her. She often works nights and I hate that she is out driving alone at night, which is when the police seem to target her.

              Hugs to you.

                Thank you, FoxfireTX, I some times don’t think before I speak and I’m sorry if I’ve said any thing that offended you in any way. I have a 10 year old son that only knows minecraft and dabbing, my wife and I try to teach him and talk to him as best we can but when he goes outside to ride his bike with his friends I can only hope that the talks we give him rub off.

        If the standards are raised and firing for these kinds of complaints or just the complaints showing a pattern means letting go officers and replacing them with good candidates, and giving them good training. Its expensive to hire good help, and its expensive to train them well. I also think we need to research if law enforcement has been racially radicalized through white supremacist recruitment. We don’t need that kind of person to even apply.

          If you work in any customer service job with multiple complaints from customers you are fired. Not with the police departments, you are promoted.

      Thanks for this ‘local’ insight, FfTX. I’ve been reading positive snippets here and there about Chief Brown, and I certainly hope those he serves will step forward to support him fully. It would be counterproductive to have him out-manoeuvred by the police union because of this awful crime.

        July 10, 2016 at 2:41 pm

        He;s going to need the support VC, even the D mayor was talking about further “protecting” his officers while Chief Brown talked about how important the freedom to protest was to our democracy. It was a pretty striking contrast and most of us expected the reverse.

        • 42 vcprezofan2
          July 10, 2016 at 3:08 pm

          In a somewhat cynical way I can appreciate the reversal, given the mayor is D in red territory – almost like a ‘good cop-bad cop’ scenario.

            July 10, 2016 at 3:54 pm

            Yup. Some of us are hoping that he will run for governor down the road. And for the most part, he’s been pretty progressive. With crazy Abbott and his admin (he makes Perry look like a liberal!) I’d take anybody with a D after their name to run this state. It is an absolute disgrace. I truly hate living here, but can’t bear to be separated from the grandkids and my daughter cannot move out of state with them given joint custody with her ex. And Rawlings somewhat redeemed himself by saying a bit ago on MSNBC that PBO can bring unity. I’m sure there were screams in Austin;-)

              July 10, 2016 at 4:05 pm

              Sad that you’re ‘tied’ in TX, but sounds like there may be a small ray of Dem hope with potential to grow down the road a bit. I got a big blow when Wendy D was running against crazy Abbot ’cause I was so sure she’d get in. Sigh, I still don’t get how she lost. However, hope is not dead.

              • 45 FoxfireTX
                July 10, 2016 at 4:11 pm

                It’s not dead VC, but I could have told you it wasn’t going to be Wendy if I’d known you were interested;-) Met her when I worked for the Obama campaign and was not overly impressed. She is much better on paper than in person. She can run and win in a slightly progressive district like mine in FW but she was never going to win statewide. She just did not have that charisma that it will take here. I haven’t seen Rawlings in person but he just may be able to do it down the road. It will take someone pretty exceptional, and Wendy is no Ann Richards.

      I wonder if it happening in Dallas where they have worked hard for change will result in a fuller examination of the event and lessons learned as opposed to blind rage and retaliation. I always think about the saints in Charleston when I want a model for my behavior when tragedy and injustice comes down on the heads of the innocent.

      Paying police officers commensurate to their responsibilities and not requiring them to self fund by pulling people over and issuing frivolous fines is important too and requires a solid tax base.

      I loved when I read that the anti TPP crowd (Sanders supporters of course) lost their battle to put their views in the Demoratic platform and then they said they were victorious on climate. I wish they were less dismissive of the President and then they would know his hard work and tremendous results on climate. So entitled. So sad.

      I also love that our President never ever uses crises as political fodder. Never ever. He is so amazing.

          This is her way of trying to infanticize PBO, to imply that he is not a man. It was so obvious long ago (I’m surprised that people still read her senseless tirades) that she wants to destroy what she cannot have. She will soon be in the dustbin of history with others of her ilk while the fame and honor of President Barack Hussein Obama will continue to grow as more and more people realize just how good we had it with him. Much of what he has done will continue to positively affect the lives of millions here and abroad or years to come, long after Maureen chocks on her bitterness, bile, and jealousy.
