Dear President Obama,
In numerous previous letters and tweets, I’ve attempted to convey the power of liability insurance as an instrument for enforcing the “well regulated” clause in the 2nd Amendment.
Typically, I’ve coupled guns and ammo in those communications. Obviously, the focus on anyone reading the communications is most likely the guns.
A few moments ago, I transmitted this tweet to you:
The reason is simple, without ammunition the only way you can kill someone with a gun is to beat them to death - a substantially larger challenge.
So, why not focus all Executive Orders, legislative efforts & outreach on requiring any maker, seller, purchaser and/or user of ammunition to carry liability insurance.
I have full faith in the ability of the insurance industry to create and enforce substantial requirements for any party wanting to make, sell or use ammunition and they’d see it as a new, highly lucrative market because the majority of the folk who own and use guns are responsible citizens.
It’s long past time to begin enforcing, robustly, the ‘well regulated’ clause. Perhaps by focusing on regulating - via enforcing corporate and personal responsibility - ammunition would prove to be a tractable path to #GunSense in America.
It should certainly be within your purview to issue an Executive Order requiring any corporation receiving Federal contracts to carry liability insurance for those of their gun or/and ammunition products sold for non-military purposes. Perhaps issuing an initial Executive Order focused on those corporations that manufacture and sell ammunition to non-military vendors would be a good first step - essentially an experiment in which outcomes could be measured to determine effectiveness prior to expanding the Order to include gun manufacturers and sellers.

Repealing the 2nd Amendment is a non-starter without radical change in our Legislatures - Federal & States.
Background checks is a nice idea but irrelevant, imho, in a Nation literally drowning in guns and ammunition. Anyone can get a gun and a bunch of ammo in the US - absolutely anyone and a background check will not solve the core problem of how easily illegal gun and ammo sales are conducted, already.
So, the only path that I consider viable is to institute an insurance regime that touches every sector in the gun and ammo supply chain & consumer - specifically, liability insurance.
Will it stop the slaughter, quickly. NO
Will it be effective in significantly reducing the slaughter. IMO, definitely.
Just imagine what it would be to like to be in a country with several hundred million automobile and truck drivers and ZERO liability restrictions.
