Talks about the 1st dept he worked for, 3 yrs ago, about his life, and illuminates the problems of mistrust they create, the corruption and lack of connection the police have with their communities. Lays it on the line about Ferguson PD and how they have handled this. This is not going away. It’s like an abscess has been opened and all the sickness is exposed. Huge, huge opportunities to heal structures and policies, relationships between police and community.
…The structure of policing in these small St. Louis communities, as in many places in the United States, is innately combustible.
Officers rarely stay in the same police force for a long time, much less for an entire career. This means police and residents are typically strangers to one another — and not simply from different social, ethnic or racial backgrounds.
Ferguson is an example of a police department staffed predominantly with white officers, many of whom live far away from, and often fail to establish trust with, the predominantly black communities they serve. Policing can become a tense, racially charged, fearful and potentially violent series of interactions. Distrust becomes institutionalized, as much a part of the local infrastructure as the sewers and power lines….
These are the kind of people who would support James Earl Ray, the guy who bomb the black church with the four little black girls in the church, the white folks who murder Emmitt Till. As long as it’s a white cop killing a black person they are just fine. But let some black cops kill afew white teenagers, then we will see just how much they are pro police.

…No known agency tracks the racial makeup of police departments, so the Post-Dispatch contacted 36 St. Louis County police departments in cities where at least 10 percent of the population is African-American. In 30 of the 31 communities that responded, the percentage of black residents is higher than the proportion of black officers….

Last week, Ferguson’s elected officials said they are looking at ways for the community to feel “more connected” to city leaders, including police.
