The final version of President Obama’s signature climate change policy is expected to extend an earlier timeline for states to significantly cut planet-warming pollution from power plants, according to people familiar with the plan. If enacted, the climate change plan, the final version of which is expected to be unveiled as early as Monday, could stand as the most significant action ever taken by an American president to curb global warming.
The plan consists of three major environmental regulations, which combined are intended to drastically cut emissions of greenhouse gases. The rules take aim at coal-fired power plants, the largest source of greenhouse emissions, and are intended to spur a transformation of the nation’s power sector from fossil fuels to renewable sources such as wind and solar. Under the rules, the Environmental Protection Agency would require states to draft plans to lower emissions from power plants. The agency is also expected to issue its own model of a state-level plan, to be imposed on states that refuse to draft their own plans.

The nationwide furor over the growing number of unarmed black men shot dead by police officers in recent months has put the public spotlight on a much bigger trend in the US: Black people are much more likely to be shot and killed by police.
An analysis of the available FBI data by Vox’s Dara Lind shows that US police kill black people at disproportionate rates: Black people accounted for 31 percent of police shooting victims in 2012, even though they made up just 13 percent of the US population. Black teens were 21 times more likely than white teens to be shot and killed by police between 2010 and 2012, according to a ProPublica analysis of the FBI data

The US will put up three women entrepreneurship centres in Kenya, Mali and Zambia, US President Barack Obama has said. Obama said the three countries will benefit from a Sh101 billion fund in women’s support. “If more global capital could see beyond prejudicial blinders, the great progress of the last 10 years could harness potential. It is time we changed the narrative about Africa,” he said. “If half of your team is not playing, you have a problem. In many countries, half of the the team is women and youth”.

The federal deficit is estimated to tick down to $455 billion by the end of the fiscal year in September, according to the Office of Management and Budget’s mid-session review released Tuesday. As a share of the economy, the shortfall would equal 2.6 percent of gross domestic product (GDP). “Under the President’s leadership, the deficit has been cut by more than two-thirds as a share of the economy, representing the most rapid
sustained deficit reduction since World War II, and it continues to fall,” OMB Director Shaun Donovan wrote in a blog post. The new projected deficit would be nearly $30 billion less than the government’s red ink in 2014 and $128 billion less than administration’s 2015 deficit prediction back in February. Under Obama’s proposed 2016 budget, the review projects that his proposed policies would cause deficits to fall between 2.2 and 2.4 percent over the next three years.

It was an odd day today here in India. We buried two muslims - one was a terror abettor and another was our well beloved ‘people’s president’.
Hi amk - I noticed on a list somewhere (BJ, LGF?) that there are a large number of muslims in India - I’d always thought the 1949 split was to separate the religions - enforced borders never seem to achieve their goal.

Dear TODers, Thank you for your prayers, light, strength, comfort you sent to my son and me. Yesterday we buried our precious one. Steve is doing well…..as well as can be expected. He has reached a new place of strength thanks to prayers of people all over the country and care and comfort from those around us.
My darling’s service was lovely, if one can say that about such a service. A number of people told me so, but I knew it was just right for him. At the end two Air Force personnel presented my son and me with the flag…..”On behalf of the Commander-in-Chief and a grateful nation…..”
My sister is with me until next week, the one person in the world I want to be here. Steve and his family went home last Sunday, then came back Tuesday afternoon, with Marie (beloved daughter-in-love) and her parents. The service was a graveside service only, in the very warm Oklahoma late morning sun, but the crowd who came to honor him was amazing. My pastor told me he had never seen so many people at a graveside service. People came from all over the city and suburbs, from every area of Darwin’s life.
I’m taking the rest of the week “off” to just be with my sister, and will begin the paperwork next week.
Beginning a new life at my age will be difficult, I know, but other women have done it, and I have a terrific support system, and fortunately, will return to teaching my class at the end of the month, surrounded by colleagues whom I love and love me.
When we bought this house eight years ago, I picked it out with just this event in mind, realizing my husband was nine years older, and had already had one heart attack. It is a peaceful home, in a safe place, cozy and comfortable.
Again, thank you all so much for your love and concern. I will probably not comment for a while, but I will read.

The first such ‘celebration of life’ service I attended was decades ago and I still remember it! She had made a terrific, and visible, impact on the lives of her family and those around her. You have told us time and again what a wonderful soul, friend, parent, person your husband has been, so it’s good to hear you all had a lovely service!

$1M bond set for officer charged with murder
Ray Tensing stood in a courtroom Thursday morning, handcuffed, wearing a faded black-and-white jail uniform.
The now-former University of Cincinnati police officer, charged with murder in a fatal shooting his attorney says was caused because he feared for his life, was arraigned today. Hamilton County Common Pleas Judge Megan Shanahan set bond at $1 million.
Tensing, 25, pleaded not guilty. Standing in front of Shanahan’s bench, he bowed his head, closed his eyes and never looked at anyone.
When Shanahan set the bond amount, family of Samuel DuBose, killed in the July 19 shooting, erupted into cheers. Shanahan, in her toughest voice, reminded them they were in a courtroom and ordered them to be quiet.
Local and national media were staging to cover the arraignment as early as 8 a.m. Thursday. TV trucks from NBC, CNN and local affiliates were in place.

For Wisconsin Governor Scott Walker, there’s something awkward about the Harley-Davidson motorcycles that he has been posing on at presidential campaign stops: each one bears a sticker on its frame that reads “Union made in the USA.”
Walker has made the iconic American brand a centerpiece of his campaign kick-off tour this month, visiting four dealerships and sometimes showing off his own 2003 Harley Road King as he seeks to harness its appeal to older white male voters.
But there is another side to Harley that the Republican candidate has been less vocal about - it is a leading example of a successful company that has a strong relationship with labor unions.
Walker, by contrast, has made his union-busting credentials the foundation of his White House bid, touting it as the prime example of his leadership success and as evidence of how he can defeat powerful vested interests and even foreign enemies.
It’s not clear how he can reconcile his love of the powerful, deep-rumbling bikes known as “hogs” with the strong union loyalties of those who build them.
Some of the people who build Harleys - more than a thousand of whom are unionized workers in Wisconsin - are fuming over Walker’s prominent use of the bikes in his campaign.

The look on Ray Tensing’s face as he’s led into the courtroom for arraignment says it all. He is in shock that in 2015 you can’t get away with murdering a black man. Oh sure you can get away with it, but in this case he couldn’t. How embarrassing it is for Mr. Tensing to be on the only cop in Cincinnati to not get away with murder.
