Laura Bassett: White House Finds Way Around Hobby Lobby Birth Control Decision

The Obama administration on Friday issued its final rules for employers who morally object to covering birth control in their health insurance plans. The accommodation ensures that all employed women, unless they work for a place of worship, will still have their birth control covered at no cost to them, even if their employers refuse to cover it. Under the new rule, a closely held for-profit company that objects to covering contraception in its health plan can write a letter to the Department of Health and Human Services stating its objection.

HHS will then notify a third-party insurer of the company’s objection, and the insurer will provide birth control coverage to the company’s female employees at no additional cost to the company. “Women across the country should have access to preventive services, including contraception,” HHS Secretary Sylvia Burwell said in a statement. “At the same time, we recognize the deeply held views on these issues, and we are committed to securing women’s access to important preventive services at no additional cost under the Affordable Care Act, while respecting religious beliefs.”

Sarah Kliff: Under Obamacare, America’s Uninsured Rate Has Fallen 35 Percent

14.1 million Americans have gained health plans since Obamacare’s coverage expansion began in 2014.
An additional 2.3 million young adults gained coverage between 2010 and 2013 — after Obamacare began requiring employer plans to offer dependent coverage through age 26. Federal officials say this is the largest drop in the uninsured rate since 1965, when Medicare and Medicaid began.

A new report from Health and Human Services finds that the uninsured rate has fallen from 20.3 percent prior to the health-care law down to 13.2 percent at the start of 2015. This is a 7.1 percentage-point decrease in the uninsured rate — or, to put it another way, a 35-percent decline in the number of Americans who lack insurance coverage. “Nothing since the implementation of Medicare and Medicaid has come close to this kind of change,” says Richard Frank, assistant secretary for evaluation and planning at Health and Human Services.

Mike Corones: Mapping Obamacare Grants: Which States Got What?

Politics makes for odd sickbed funding. When Texas Senator Ted Cruz made his plans to run for president official, the announcement came with an awkward revelation: Cruz, who has made opposition to the law his signature, would have to enroll in Obamacare.

But Cruz isn’t the only GOP presidential hopeful to hold his nose and accept some filthy healthcare lucre. As this Reuters graphic shows, since 2010, Affordable Care Act (ACA) grants have doled out varying amounts to states, from less than $10 million to over $500 million. Some of those grants have gone to some surprising places: A Reuters exclusive from Andy Sullivan reveals that Governors Scott Walker of Wisconsin, Chris Christie of New Jersey, Bobby Jindal of Louisiana and former Texas Governor Rick Perry collectively applied for and won at least $352 million in ACA grants.

Sara Kliff: The Best Study Done So Far Shows People With Obamacare Plans Like Their Plans

1) Most Obamacare enrollees like their coverage: The survey of Obamacare enrollees shows that about three-quarters (74 percent) rate their coverage as “excellent” or “good.” And 59 percent say that given what they’re paying, their plan is of “excellent” or “good” value. Here are five things we learned about Obamacare enrollees’ experience.

2) Obamacare enrollees are happy with doctor choice: When KFF drilled down further into what Obamacare enrollees do and don’t like about their plans, it found that most people were pretty happy with the choice of doctors — a somewhat surprising finding, given the fact that marketplace plans have relatively narrow networks.

Kaiser Family Foundation: Survey Of Non-Group Health Insurance Enrollees, Wave 2

A large majority of those who renewed an ACA-compliant plan this year say it was very or somewhat easy to renew, including three-quarters of those with Marketplace plans (77 percent). About half (52 percent) say they were automatically re-enrolled, while 46 percent say they took action to renew their plan. About seven in ten (69 percent) of those who renewed an ACA-compliant plan say they did not shop around before renewing. The most common reason for not shopping was that they were satisfied with their current plan (35 percent). Most (59 percent) of those who did shop for a plan this year (including those who purchased a new plan and those who shopped around but decided to renew a previous plan) say they had about the right number of plans to choose from.

A large majority of those in ACA-compliant plans, including three quarters (74 percent) of those with Marketplace coverage, rate their overall health insurance coverage as excellent or good. More than half also say their plan is an excellent or good value for what they pay for it. Similar to findings from the 2014 survey, most people with ACA-compliant plans say they are satisfied with various elements of their plans, including their choice of providers, copays, premiums, and deductibles. Among those with Marketplace coverage, at least seven in ten say they are “very” or “somewhat” satisfied with their plan’s choice of primary care providers (75 percent) and hospitals (75 percent), as well as their copays for doctor’s visits (73 percent) and prescriptions (70 percent). About two-thirds (64 percent) say they are satisfied with their choice of specialists

West Wing Reports: Guess How Much Healthcare Could Cost Now?

A report issued Wednesday says that the most recent official projections indicate that the U.S. will spend $2.5 TRILLION LESS on health care from 2014 until 2019 than had been originally estimated at the time the Affordable Care Act became law in 2010. That represents a nearly 11 percent decrease in projected spending, according to the report issued by the Urban Institute, with support from the Robert Wood Johnson Foundation.

Russ Britt: Obamacare Making Insurers More Responsive, Efficient: Study

A provision in Obamacare governing spending guidelines for health insurers essentially has forced carriers to become more efficient and responsive, a study released Wednesday finds. The joint study from the Urban Institute and the Robert Wood Johnson Foundation says minimum requirements in the Affordable Care Act that mandate how much insurers must spend on medical care resulted in savings of

$5 billion for consumers in 2011 and 2012, the first two full years after Obamacare was enacted in March 2010. For 2011 policies, insurers paid $1.1 billion in rebates. By 2012, insurers had adjusted premiums to comply with the new guidelines, though they still ended up paying more than $500 million in rebates. But that adjustment in premiums saved consumers an estimated $3.4 billion, Clemans-Cope says.

White House: What You Need To Know About The New Contraception Guidance

It is crucial that insurance companies provide all the benefits that women deserve under the Affordable Care Act, at no cost or inconvenience. So this week, the Obama administration took steps to eliminate any ambiguity around the reforms the ACA calls for. Here is what the Administration’s guidance makes clear: Most insurers must cover, without cost-sharing, at least one form of contraception in each of the 18 methods for women that the FDA has identified, including the ring, the patch, intrauterine devices (IUDs), and birth control pills. Additionally, the Administration is making a few other things clear to protect important preventive services:

Insurers must cover preventive screening, genetic counseling, and genetic testing for women who are more likely to have a certain type of gene that puts them at increased risk for breast cancer, if deemed appropriate by their providers. Issuers cannot limit preventive services based on an individual’s sex assigned at birth, gender identity, or recorded gender. This will help ensure that transgender people receive the care they need. If a plan covers dependent children, companies must provide recommended women’s preventive services for those dependent children.

Steve Benen: ACA Scores Big On Customer Satisfaction

When the Affordable Care Act’s Republican critics were making all kinds of dire predictions about the inevitable “failures” of “Obamacare,” one of the charges was that American consumers will end up hating the coverage they receive through the reform law. And for those ACA detractors looking for something, anything, to bolster their contempt for the law, I’m afraid I have more bad news: Americans who received coverage through Obamacare tend to be quite pleased with the results.

Obamacare customers nationally also tended to be more satisfied with their plans bought in 2014 than people who primarily have traditional job-based health coverage – the majority of those with insurance – the study by the J.D. Power market research company found. Politico reported back in November: “A majority of Americans give good reviews for insurance they recently acquired through government exchanges within the past year, a new poll shows. With the second round of Obamacare enrollment set to begin on Saturday, 71 percent said their coverage through the exchanges was good or excellent, according to a Gallup poll released Friday.

Jeffrey Young: Uninsured Rate Gets Lower And Lower, Thanks To Obamacare

The Affordable Care Act was designed to slash the percentage of Americans who lack health insurance, and it’s working. The uninsured rate fell to 11.9 percent during the first quarter of this year, 1 percentage point below the rate at the close of 2014, according to the findings of a Gallup-Healthways Well-Being Index poll published Monday. The decline coincides with the start of benefits for new Obamacare enrollees at the beginning of 2015. The latest uninsured figure from the Gallup survey is the lowest since the polling firm began tracking the number in 2008, and contributes to a remarkable decline of 5.2 percentage points in the share of people without health coverage since the end of 2013, just before the first wave of Obamacare health insurance enrollees joined the ranks of the insured.

African-Americans, Hispanics and people with low incomes saw the greatest gains in insurance coverage, Gallup found. the pollsters conclude that Obamacare is mostly responsible for the current trend because the uninsured rate is lower than it was in early 2008, when the economy was in recession. About 12 million people are covered by private health insurance obtained via the exchanges, according to the Department of Health and Human Services. A separate analysis published by the department last month estimates that 16 million fewer Americans are uninsured because of the Obamacare coverage expansion, including the exchanges and Medicaid.
